or search for web based design templates in yahoo or google. there are hundreds of sites like these which provide template design.
are you looking at a static website or a interactive flash based website. based on that assumption, you will have to look at other designers templates.
but believe me, please look at ideas from others but do not copy and replicate their exact designs , as a web designer my self (for the last 9 years) I would be really really hurt if someone had to lift my designs.

Spoono.com, outside, a local cafe, library, etc. Depends on what you enjoy designing. I enjoy systematic, abstract works. Nature is a good inspiration for me.
Perhaps you like manufactured and installed? Try your local city hall.
So many places... just have to know when to look.

DO NOT follow dragen_nt's advice. This site looks good at first glance, but installs harmfull programs on your computer without you noticing.
