Once you've bought the box (around £30 in Argos) viewing is indeed free for a basic channel package. If you wish to purchase more channels you can on a pay as you go basis.
Have you tried www.freecycle.org? People are often getting rid of their freeview boxes cos they have upgraded to digital or cable. Then you'll get it all for free!!!

You will need a freeview box, or a digital TV to receive it, though.
