1. Arm- John Elway (no brainer)

2. Accuracy- Steve Young (highest all time NFL Rated Passer while being a scrambler no less)

3. Scrambling ability- Michael Vick (with Steve Young's Accuracy, John Elway's Arm, and Tom Brady's leadership, you have the ability to make a play already so speed IS obviously the issue. Think about it.)

4. Leadership- Tom Brady (whos ever been more competitive)

I would go with:

Arm- Ryan Leaf; every scout that saw him at the combine and during his WSU days said that he had the biggest arm ever

Accuracy-Steve Young; even though he played in the "West Coast" offense, he still was an exceptionally accurate QB with BYU and the USFL

Scrambling-Brett Favre; he kept Green Bay in many games by himself just by keeping plays alive. Between 1992-1995, Green Bay had very little talent around him, but he kept scrambling until someone would get open.

Leadership-Joe Montana; he made boys play like men, he lead not just Super Bowl winning field goal drives, but Super Bowl winning touchdown drives. He also made an average KC team an instant Super Bowl contender when he showed up.

1. arm strength.
you don't have the guy i'd take. green bay's third stringer, ingle martin, was said to have the strongest arm to enter the draft in almost 50 years. i'd take his. i saw a game where he threw it 80 yds in the air (then it got intercepted).
2. accuracy
without a doubt, peyton manning. he gimht be the single most accurate passer i have ever seen.
3. scrambling ability
vince young. in a couple of months, he has transformed into an all around better qb then michael vick. he runs looking for blocks, doesn't take hits, and throws well on the run.
4. leadership
joe montana. he made everyone believe that he could win in the forth quarter. everyone (including the other team) thought he could win. i have never heard anyone say they doubted his leadership.
