For circuit voltages up to 500. WITH THE CABLE DEAD/ISOLATED. With an insulation tester, 'Megger'. You test at 500volts DC between each conductor, and each conductor to earth. The resistance should be no less than 0.5 megohm, and should ideally be well into hundreds of megohms.

you need a insulation resistance tester (a megger) set it to the 500 or 1000 volt scale.Make sure the supply is off.Thon connect the leads between cores.A reading of greater than 10 is ok but not perfect.Ideally a reading of greater than a hundred is needed

You're asking a lot of questions about your electrics, and it looks as though you might be dabbling dangerously (and illegally, now, under the Building Regulations, if you are in the UK). Wouldn't it be safer to get an electrician in?
