The cutout, fuse side should show 240 volts to the earth terminal (and neutral). Neutral should be at about earth potential. OR as a quick check, a Fluke or similar stick tester should indicate live, when held close to the fuse carrier or LIVE cable connected to the fused side.

Strange question, explain the fault. Use a test meter is the easiest way.

use a normal compass(needle north) and place infront of the unit or whatever it is you need testing, when the needle swings south instead of north you have a reverse flow.
