The wizard's tower is an expansion you have to buy off of Xbox Live.

Once you download it, a message will tell you where it is.

Try the alchemy store in the Arcane University if you have access to it to find garlic otherwise.

garlic can be found in just about every house, and tavern in the game, as well as in a lot of sacks located in camp sites.
