Unfortunately, you did not mention which file system you are using. I suspect you are using FAT32 file system on your harddisk.
But as a rule, yes, of course, it is alright to delete the found.000 folder. Normally, the found.000 folder is a folder into which during scandisk fragments of orphaned files are saved. It should be therefore safe to delete this found.000 folder.
However, if you suspect, that you have lost some important files previously in the past, you may want to check those files saved into found.000 folder during scandisk procedure. You will need to open them in any text editor (wordprocessor) - something simple such as Notepad will be sufficient for this.
It may be, that those fragments of files could contain some of the information which you would have otherwise irretrievably lost.

It is OK unless it contains something that you lost and want to recover, however I have never been ale to recover anything usefull from them. I delete them from my computers whenever I find them (usually after a crash).
