I mean, I know that little 100 Mbps in the right hand corner isn't telling me what my cable connection is actually providing...so how can I tell?

The speed declared by your provider applies to the link between your PC and your cable provider (i.e. the speed within the cable network), not to the actual upload/download speed which depends on a plethora of factors beyond your operator's control (for example, the way your Web request is routed through servers on the Web, network congestions and overloads, etc.)
Try this resource to estimate your actual speed:
http://speed-tester.info/
To my mind, this page gives the most reproducible results of the similar ones I've seen.
Although it is in Russian, the results are quite intuitive.
To launch the test, just click the button in the middle of the page.
