You won't want to use dreamweaver, most likely. Dreamweaver is less focused on the actual layout of a document when it comes to print. If you really want to take a zine and make it electronic, check out InDesign. It's a program used by print designers to make basically everything they ever need to make.

Heavily focused on text layout!

An ezine, is just a type of Web site...so probably Dreamweaver.
