Well, blood is actually a clear liquid that only appears to have a certain colour depending on if the red blood cells are carrying oxygen or not.
Deoxygenated blood is thought to be blue but is actually darker red than oxygenated blood -- it's just the way light strikes the veins through the skin that we think it blue when deoxygenated.
Your friend is simply under a common misconception.

It is not true. Oxygen makes the blood more red, when it goes away from the lungs it is very red, towards the lungs it is a dark purple. But It is not blue before contact with the air.

It's a common myth, but it is false. When doctors draw your blood into vacuum bags it is red. Also, the point of your blood cells is to carry oxygen to your body -- so they don't "hit" oxygen for the first time if you get a cut.

Oxygenated blood is more red, in the veins it is bluish (or purplish red not blue). Veins are less imortant and are usually closer to the surface so they are more likely to get cut. Thence she is somewhat right in that the blood will redden or brighten as it attaches to oxygen in the air.
I believe oxygenated blood is typically drawn from arteries when you donate blood, therfore it would be oxygenated. Not at all sure of this, but the positioning of the needle is toward the heart so I assume they put it where the flow of blood does not have to reverse.
