It means it doesn't have the force of law behind it. But in the particular case of what Congress is now doing concerning Iraq, it has a great deal of import. For one, it sends the message that the official representatives of the American people disapprove of the president's actions in Iraq and serves as a stinging rebuke on their part of him and his incompetent actions there. A second reason is that it will stand as a black mark against Bush in American history and will become a permanent part of his historical legacy. Still a third reason it's important is that it reveals Bush's contempt for the people whom he is supposed to be serving and their representatives by flouting their will and asserting "I am the decider!" when, in fact, he isn't. Mr. Bush is about to be disabused of that notion shortly when Congress begins action to tie his hands on further misadventures there in Iraq. Then he will find out who the real deciders are. They are the American people and history!

In the Courts it means that one Court isn't bound by another Court's decision.
For example a Magistrate's Court is bound by a Crown Court's decision but a Crown Court isn't bound by the Magistrate's decision.
Meaning that the higher Court would set it's own precedent, which would be binding on the lower court(s).
