A cute question. I assume that you are asking whether the burning alone, without looking at anything else, would be a crime. Assuming the person is naked, so that no personal property such as clothing is burned, it would not appear to be arson under California law, which is limited to structures, forests, and personal property. (Penal Code section 450 et seq.) Of course, once you move beyond that, it would be assault likely to cause great bodily injury (Pen Code section 245), and probably attempted murder.

Definitely not legal in the rest of the US. Might be legal in California, for a movie stunt. Probably have to have a permit.

Yes, with certain restrictions. In my opinion, it would totally have to do with who they are...

The movie folks light people on fire all the time. Of course, in some jurisdictions, I believe you might need a burn permit. It would be prudent to have a fire crew at the ready and a paramedic team standing by.

For those of you who disagree with me, flame away...

Only if there is property, physical, or mental damage done. Other then that, it is perfectly okay. But if you can draw my up a sketch of how to light someone on fire without causing any damage, that would be great.

Of course not.
Unless of course you mean in a movie or special-effect event, where consent has been obtained and waivers of release-from-responsibility have been signed.
Then, I suppose it is indeed!

as long as you get a fire permit, and you do it on private property.

In the US, and I would think Canada also, NO. Why would you want to?, or did it happen to you?
