It depends on what sort of puffers you have. I have green spotted puffers in my community tank and they do great. I just have to make sure not to put any fish in that are small enough to become a snack. The neon tetras and guppies will probably become lunch as your puffers grow. I have never had any of mine act aggressively towards any of my other fish, but I have heard accounts of other people having terrible luck with them. I think it all depends on the setup of your tank, how many hiding places you have, the types of foods you feed, and what you are housing with them. My tank is heavily planted, and my puffers are hand fed three times a day as well as eating when the other fish are fed. You could safely put them in a community tank with a broad range of other fish, but not small fish such as your neons.

It all depends on the species of puffer, and the personality of that individual puffer. But most do not play well with other fish. They might when young, but as they get older they get more aggressive. When I first got dwarf puffers, I went against everybody's advice and put them in a community tank. All was well until 8 months later I came home to a dead betta, dead cories, and 2 fat puffers.

Actually you can put fresh water puffers with other fish but they muast be medium to large fish that are fast swimmers. If you put a fresh water puffer with the fish you currently have it won't take long before all you have is a puffer.

No, the puffer will tear your other fish to shreds.
As a general rule, puffer fish are solitary fish and should not be kept with any other fish, puffer or otherwise.

Yes, some of the gobies do quite well with puffers. I would suggest finding ones of comparable size.
