I would take them down and clean them really well. If you find the paint is in good shape, you can just add a glaze to the already painted cabinets and they will look GREAT. If you need to, repaint then glaze.

It depends on the material and the finish. If the cabinets are painted, clean, sand and repaint any color you want. If the finish is vinyl, plastic or some other man made product, try Murphy's Oil soap and water. My cabinets are laminate with plastic trim. Murphy's works for me.
If the cabinets are melamine, you are out of luck. Nothing will restore the finish.

Take everything out of them, wipe them down with a damp rag to remove most of the dirt, then wash them well with clean rags and hot soapy water. You should do this twice a year anyway- it amazes me how some people don't do this.
Are they wood? Once clean, you can re-paint with latex paint. The paint will stick better if you sand lightly with fine sandpaper first (wipe the sandpaper grit off with a damp rag).
Are they metal? Once clean, rub down with steel wool (buy it at hardware store, use fine grit), wipe down and paint with a metal-oriented paint.
You can change the knobs to create a new look and even change the color to make it really pop.
If you are a renter, I would make sure landlord is ok with painting- he may even provide the paint for you. Changing knobs and color may lose you the deposit in this case.

Paint them, or buy some rolls of Fablon, sticky-backed plastic. Come in all colors and patterns. My neighbor used it, and made her kitchen look like new

Take the doors off, strip them, paint them. This is assuming they're not some sort of laminate, as this won't work for fake wood.

If you want to wash them i soapy water works best. But if you really hate them you can repaint them. Or there are several companies if you own your home that will reface them for you!

first wash them down, and then sand them, and then you can either varnish them or paint them. good luck.
