Any time I use a sink, toilet, or my washer, the waste water floods my basement!!! The white plastic pipe connected into the black PBV pipe is overflowing., What's wrong?! Can I fix it myself?? Is it an expensive repair?? I'm in New York.

I have a cesspool, if this makes a difference. I'm assuming there is some sort of blockage, but how expensive is this going to be to fix??:

Your drain to the city system is blocked. A plumber would be the best bet.

Sounds like you have a washing machine trap in the basement (white PVC). This kind of overflow occurs if the septic system is backed up or the sewer line is clogged.

If you have a sewer line you might want to try an rent a motorized roto-rooter machine. If you can get the access cap off of the black pipe. This might also work for septic system. you might be tter off calling a rooter specialist if you haven't ever done anything like this.

Septic system needs to be emptied every few years so that could be your problem. This you can't do yourself. Last time I had it down it was $300.00
