Well. This happens in two ways, and depends on how you want to achieve this.
1) SEO - or, search engine optimaztion. This is a huge task. Companies have departments that do only this. It takes a lot of things, but having good keywords within your text helps, the number of inbound and outbound links, and so much more. I could write 3 pages about things you can do to improve your ranking, but I just don't have time. Search for SEO on Yahoo or Google and that should give you some idas.
2) PPC - or pay-per-click - when you search for something, you will notice some ads on the top and right side of the page. These are ads that you pay the search engine to show. If someone searched for, say 'blue shoes' and your keyword is blue shoes, your ad will show on top, or to the right of the organic results. You are charged 'x' amount each time someone clicks on your ad. You are asked to place a 'bid' or how much you'd will pay for that top spot. This is the easiest and fastest way to have your website show on top of the search pages.
Yahoo has this, it's called Yahoo search marketing. Google's is called AdWords. It can get expensive, but will def. increase traffic to your website.

I am by no means positive on all of the exact details but I think the number one best thing to get in the search spots is having people link to your sight. Alot of search engines and crawl the web and count how many times your web page is linked. Theres a tun more other ways too
Having the right meta tags is one trick

I belive theres a way to physically submit them to the search engines too. Like I said im not real 100% sure about all of this but maybe this will help point you in the right direction for your search.

Answer #1 is not really correct, although that does help, the more traffic you get, the better ranking you have. But ofcourse you can sponsor search results and have your website pop up first...
