Probably somewhere in the galaxy, civilizations similar to ours have popped up-- the law of averages would seem to favor it. They're probably few and far between, though, and the distance would make communication difficult.
BTW, NASA once issued a press release, stating that, after exhaustive research, they concluded that there is no intelligent life anywhere in our solar system. Think about it for a few seconds.
