No matter how hard you look, you won't find a president! The Prime Minister is called Taro As, and the Emperor's name is Hirohito. As for the english language, I personally believe that it arrived at the time of the destruction of the tower of Babel (I'm a bible-believing christian). Of course, it has changed a fair bit over the years since then... Edit: Oops, yes the Princess is right - it's Akihito, not Hirohito (he was the previous emperor)!
