Compare his income, living expenses, spending habits, and amount of debt. If he is in debt, or only has enough money to support himself without being able to buy any luxuries, then he is poor. If he has enough money to purchase both necessities and luxuries, then he is rich.

Depends what kind of person it is and what culture they are from. Sometimes you can never tell. I prefer sandals, jean shorts and a T-shirt when I'm not working, and if you didn't bother looking close you'd probably guess I was a blue collar worker because I feel no need to impress people, although I do own an E55 AMG merc which tacks on an extra 4"s to my willy :p
Take this for instance. The CEO of my company is worth about $600M and dresses in $10K USD suits, rides in a $300K USD car(rides, he has a driver), and looks like he is loaded even if you didn't know any better. The director of our board is worth about $500M, drives a toyota camry, shops at Sears for his clothes, and less than stellar bathing habits, but also holds two doctorates degrees.
Well rich to truly poor may be fairly easy to tell, The poor man has less worries, less to lose, and will usually be smiling a lot more than the rich man.

You may judge from thier attitude. Usually a rich man has a positive attitude, while a poor man may have a negative attitude. Attitude may change your thought and thought may change your action. That is why a rich man usually can turn his thought into action.

clothes. If a guy wants to LOOK rich its the clothes- intially. That shows he wants 'respect' and for people to suck up to him for access to his cash. Of course lots of people like to dress up even if they dont have the cash so you can 'waste your effort' on them, but dont think of it as a waste, its building relationships and showing your respect to them as a human being equal to yourself.
If you try to treat everyone well, including people who are not 'well dressed', people will respect you more than if you are only nice to people in expensive brand name clothes.
if a guy doesnt want to look rich in my opinion, that means he doesnt want to spend money that day anyways, but it still pays to be civil and polite and not look over their heads- people remember slights, and when he is shopping for real he wont go to someone who treated them badly when he wasnt trying to impress. Lots of people dress down to measure up people they are thinking of doing business with.
you can look at the car, but alot of people here like to blow more money than they have on their cars to show off for a couple months until the debt collectors come.
The only sure way is a credit check from your bank, if you want to take the time.
Treat everyone equally and you will likely prosper. If you treat certain people badly you will surely fail to grow your business beyond a certain point.
