Blood grass can be found in Oblivion.
Garlic can be found sometimes in crates or barrels, There is some in the House for Sale in Skingrad, if you have the cash, great house by the way.
Night shade can be found around in various places in the wild.

You can probably buy garlic and nightshade in stores, or, you can buy the Wizard's Tower, there is an area there with a BUNCH of plants, including bloodgrass and nightshade. I think it has garlic too, but I'm not sure

Let me guess, you are trying to get the Vampirism cure. There is another option there too, the Vile Layer expansion has another vampirism cure that is much less labor intensive.

Blood grass is only found in Oblivion Gates. Garlic can be found hanging in cloves around some houses. Night shade is very rare though. I know it only grows in certain areas, I think one of them is behind the guilds in Skingraad.

You can find tons of blood grass inside of oblivion.
I'm not sure about the garlic and night shade though.

Go to the Guilded Carafe (or some similar name) shop in the Market District in the Imperial City. When you speak to the woman inside she says "Everything for the budding alchemist under one roof"

She has *most* of the stuff I've ever needed.

1 - West Weald, southwest of Miscarcand
2 - Dungeons, some camps (you'll see cloves hanging)
3 - Inside every Oblivion gate
