You need to enable WEP or WPA encryption on your router. You need to log on to the routers setup page (see how in your manual - you didn't state what router you are using) and go to the menu section dealing with your wireless signal. Enable the encryption (copy down the password you set up). With this enabled your neighbor will only be able to detect your signal but without the proper password will not be able to use that signal and steal your bandwidth.

Set an encryption key on your network (either WEP or WPA) so anyone who wants to connect must enter the code. This can be done in your router configuration pages. You should also change the password to your config pages (if currently set at default).

Also, remove your neighbours device (MAC) address from your routers associated devices to stop them using your network once and for all (even if they somehow find out your encryption key). This is also done through your router configuration pages.

Go to the admin panel of your router and set up an encryption key. Then only people with the key can connect.

You may also be able to set up MAC filtering. each network device has a specific MAC address i you do run cmd and type ipconfig /all in the command prompt this will tell you the physical addresses of your network cards. You should be able to set your router to only accept connections from your network devices.

log on to your router, chande the wireless to be encrypted and for extra security you should use MAC address filtering as it is far much harder to hack the line.
