Get an Ethernet Hub and create a small network. All of the machiens must have NIC cards and the cabling needs to be solid unless you are doing wireless.

An Internet cafe?

Right, you need either a switch (aka Layer2 or Layer 3 switch and NOT merely a port-switching hub!) or a hub to connect all the machines together.

You may or may not need a router (routers are IP-aware and therefore more expensive).
In the simplest form, connect one PC to the Internet via broadband, and ensure it has two network cards. Share the broadband connection on that PC and it will in effect become a router, while allowing the remaining PC's plugged into the hub to connect to the Internet.

Except that's not all. You need to lock down your PC's, else they'll end up with all sorts of cr*p installed, and you need some method of tracking time.

You can lock-down the PC's quite effectively even without a Windows Server running Active Directory, by using the local machine policies. I would highly reccomend using Microsoft's Shared Computer Toolkit, available here: http://www.microsoft.com/technet/technetmag/issues/2006/07/UtilitySpotlight/?related=/technet/technetmag/issues/2006/07/UtilitySpotlight

Go buy you a Router from the local electronic store. You can run several computers off your main server. I have 4 running off of mine
