Are you talking about compilers? There is a wide variety of compilers. The best are probably the ones in Microsoft's Visual Studio. Or, if you're looking for a free one, Dev C++ is a free C++ compiler.

WE CAN IMPROVE THE CODE TO EXECUTE THOSE INSTRUCTIONS... THUS IT BECOMES A PROGRAM WHICH ACTUALLY PROGRAMS THE CODE....
