Because nobody has a 'right' to food stamps. If you want to get the stamps then you have to accept the rules for getting them. If you do not want to follow those rules - you do not have to apply for the food stamps.

I don't live in NY, but I had to get food stamps for a little while here in Florida, and we didn't have to do that. We provided all the information they needed, but not finger printed....That's odd. Is this friend telling the truth??

They probably think she is a crook. Often when people take public assistance they have to submit to some very intrusive and inhumane processes. This is to make the tax payers feel a little better and think that they are helping legitimate poor people instead of drug users/dealers and welfare cheats. I am not implying that your friend or her family is either of the two, but the way it works is that the government assumes they are until proven otherwise. The solution to this is getting a JAY-OH-BEE. There are old and handicapped people that work, so it's not impossible.

We need some more details to answer this question dear. Is she trying to help her father out by grocery shopping for him?? That MIGHT be one reason to finger print her to see if she is who she says she is, does that make any sense? If that is the case then bless her heart for helping out her father, and shame on them for making her go through that!
