Are you sure all connections are stable? Check it out first, then see if you need to update the driver:
To open Device Manager, click Start,
point to Settings,
and then click Control Panel.
Double-click System.
On the Hardware tab,
click Device Manager.
Right-cl the item to be checked and select Properties.
You should be told whether or not the item is working properly. You can also update the driver from here.

Is it a wireless mouse and the battery's running low or you didn't plug it into the base properly? (We often forget to get ours plugged in right and get annoyed when the cursor just sits there. Our cat grins when we shove the mouse back and forth rapidly and hiss.)

Hi,
"Funny Joke" or "True" ???, but if you go to your control panel and select Mouse you will find a tester there. Anyway won't the cat's name ??? "fat cat" or something.
