There are a number of reason's why nipples, not just women's become erect. It can be from changes in temperature, physical stimulation, nervousness/anxiousness, friction, irritation from perfume's/deodorant,etc. Just like a penis gets erect every so often so to nipples, it just as a frequent. Sometimes it can be for a particular reason, sometimes it for no reason at all.

Our nipples become erect when we are cold, mostly, but they can become erect when we are aroused. Don't assume that our nipples are hard because we are horny. The only way that happens is if they are played with.

Usually when she's aroused (thinking about it or engaging in it) Or when she's cold. Or maybe neither and her shirt rubbed up against.
