I am from Kolkata and stayed many years in New Delhi.
Best option for you would be come to Kolkata by Purba express. The fare is not high and will reach here in afternoon.
Try to book railway Yatri Niwas through www.irctc.co.in. - this would be most suitable place for you.
Or else come to Sealdah or college street area. You would get good hotels in comparatively lower price.
For sight seeing you need to take local bus and visit where ever you would like. You should visit - Science City, Energy Conservation centre, Alipore Horticultural Institute, Indian museum, Victori Memorial, Metro Rail, Birla Industrial Museum etc.

I think u can reach howrah, from thre u take a bus and reach to Zakaria Street, there u find very low fare hotels, U can see Victoria Memorial, can Visit to Nicco Park, Science City,Aquatica
and of course night out of Kolkata. For ur information Kolkata is the cheapest of all metropolitan cities only when u use local transports don't hire taxi from any where they will rob u.From Howrah st. u can find a prepaid Taxi booth from where u can go to any where in cheap rates. So go and enjoy the Trip.Best of Luck.

Your question is alarmingly 2 fold... for the first question, you've got an array of pickings... you can book a flight, which is senseless, as it's not that far and you will miss the sights along the way... you can hire a car or any other vehicle or cart, for less and enjoy the scenery... you could hitchhike, but it's not advisable in India for zillions of reasons...I cannot answer the 2nd part because I'm not Indian and I've never been to India, though I know Calcutta is famous for being the City of Mother Theresa, the weather's quite muggy and it's famous for it's shanty towns...
