1. Stable for blacks. Dropping almost 50% for whites between 1960 and 1970, then remaining stable

2. Decreasing slightly between 1960 and 1970 then returning to 1960 levels by 1980 for blacks. Decreasing by 11m between 1960 and 1970 for whites then creeping back up by 2 million between 1970 and 1980.

3. Because there are more whites in the total population than there are blacks. For example, if your population consisted of just 100 people (20 blacks and 80 whites) and 50% of blacks were in poverty with 20% of whites also in poverty - this would equate to 10 blacks and 16 whites in real numbers. More whites in poverty despite a higher percentage of blacks living in poverty.

Hope this all helps.

1. Johnson introduced the Welfare initiatives, which served a small portion of blacks, less than intended, but more whites benefitted from the economic trends that were beneficial to the Baby Boomer generation, such as the developing IT industry.

2. Linking questions 1 and 3 for the answers. The drug trade also had it's impact on the whole of the lower economic range.

3. Simply a difference reflected by the number of Blacks versus whites per capita within the population.

I have seen SO MANY posts from you.
SMART people do not HAVE the answers to everything. Smart people know HOW TO FIND information. None of the answers will matter, 10 years down the road... what will matter is your skills at finding what you do need to know. I don't see you even trying. If I saw that you were trying, I'd help. The number of questions you post make it completely clear that you are totally ignoring what is in class, or refuse to pick up a book.
We all hated school when we were there, but we knew what the purpose was. Sorry if I hurt your feelings.
