You could write an html file that pops up a graphic (tiled, perhaps) background with the appropriate pattern, and place inside it, I hope, provisions for a place to click to escape the display. (Then to activate it you'd double-click it to run Internet Explorer in "offline mode", fullscreen.)

Buy a working one off EBAY, and someone ship it to you....it WILL be broken by the time it gets to you...Ive had it happen twice now...
