The Attack on Pearl Harbor was considered a success for Three major reasons:
1) The major offensive weapon of the United States Pacific Fleet was removed from the board. The lost of the Battleships meant that there was no way to dispatch the fleet to relieve the oversea possessions of the United States. The Aircraft Carrier's of the fleet were considered as long range scouts and as a minor part of the fleet strike capability.
2) The loss of all the aircraft that were on Oahu meant that the Islands were open to attack and that the ground forces would be more easily over come in and attack. Te job of the Fleet Cruisers and Destroyers plus the Carriers were believed necessary to protect the Hawaiian Islands and not do strikes or relieve garrison's such as Wake Island.
3) The United States Commanders in Hawaii were incapable of making an attack. With the relief of Admiral Kimmel and General Short meant that the surviving admirals for the most part were unwilling to even contemplate an attack.
The Attack was a failure for three reasons:
1) The Japanese failed to destroy the Aircraft Carriers. The Fact that all three Fleet Carriers were at sea on Dec. 7 meant that there was a means to strike back at the Japanese in their forward bases. Within days Halsey had the Carriers out doing strikes on forward Bases andd looking for the Japanesse Fleet.
2) the Japanese failed to launch the 3rd strike that would have destroyed the dry docks, the fuel tanks and sub base. This kept Pearl Harbor operating as a forward base at a time when it would have been very hard to repair the base facilities at Pearl due to distance form the mainland and a possible blackade by the Japanese thus forcing a retreat to the West Coast of the United States.
3) The Japanese had no fast way to replace it's losses at Pearl Harbor nor the will. The Bushido Code put great stress on the single fighter and what he could accomplish. Yet, it was un able to support it's soldiers in the feild. Where the American's would rotate airwings back to the states so that the pilots could train repalcements the Japanese would keep them out until the ship was so badly damaged that it had to go into drydock repair or the ship was sunk. The Japanese started the war at a deficet and it only got larger as the war progressed.

It was a success as far as it crippled the offensive and major defensive capabilities of the American Navy, sinking or damaging beyond use all of the battleships in the Pacific.
But it was a failure because the most important ships- the carriers- were out to sea doing manuevours during the attack and were not damaged. Carriers were to be the major arm of the navy from that point on, and battleships were thereafter considered support ships- major naval forces without carriers could not have much chance against a carrier and its flotilla.

The bombing of Pear Harbor was a failure because the Japanese failed to destroy one single aircraft carrier, at that time A LOT of people were in church and uninjured, and all of the ships were either at port or in shallow water and were easily towed to shore to be repaired after being bombed.
