If it is an oem regulator, the one it came with originally, it is not adjustable. Along the fuel rail, you should find a valve that looks like an ac service port. This is where you can attach a fuel pressure gauge. The best answer is to check out your local performance shop for an aftermarket performance fuel pressure regulator. These are fully adjustable, via a thumbscrew and has a pressure gauge permanently attached to it.

Oops gave the wrong answer. The regulator is pre-set at about 15psi, no adjustment. The only way of testing it is with an adapter connected to the pressure side of the fuel system. Playing with fuel pressure is going to drive your PCM crazy trying to correct fuel delivery.
