That's like asking what "human speech" means. Look at the dogs posture, facial position, ear position, etc. If it's tail is wagging, you're in the clear. If the teeth are out, RUN!

as someone said if its tails wagging then it happy and its not gonna bite you but if its ears are sticking up and its teeth are out then its angry.

it's just a dogs way of communication with other dogs and their owners (and occasionally cats). It doesn't really have a meaning, but mostly a purpose.
