The french president Jacques Chirac is calling US subsidies to cotton producers scandalous because it causes hardship for African cotton producers. Is the US subsidizing African cotton growers? or is Chirac sticking his nose in where it doesn't belong?

No, Chirac is saying that the US subsidizes its own cotton growers. There can be many programs including tariffs that limit the imports of African Cotton into the United States so we protect our cotton growers here.

Chirac is sticking his nose in where it does not belong. What he is referring to is the US govenment subsidies to American cotton growers so they can compete better with the imports. The French always have some alterior motive behind their actions and words. They probably own half the cotton farms in Africa. The US needs to protect its own and not worry about what any other country thinks.
