. Actually, Amie, a Russian diamond is not a fake diamond. It is a man made real diamond. The reason jewelers have a hard time telling the Russian diamond from a natural diamond is that they are both diamonds. Man made diamonds usually have some metallic inclusions which indicate that they were produced by the synthetic process, but they are a diamond. And natural diamonds pretty much always have some non-diamond inclusions as well.
. The DeBeers cartel does not want man made diamond to be accepted on the diamond market, because the only thing keeping diamond as valuable as they are is the cartel's strangle-hold on the supply of natural diamonds. If people come to realize that the synthetic diamonds are just as real as the natural ones, it poses a great threat to the value of DeBeers's stock of diamonds.

Russia has a large diamond mining industry and produces a great many fine gem diamonds as well as industrial stones. A natural white diamond mined in Russia has exactly the same value as an equivalent diamond mined anywhere else.
Russia also produces a lot of lab. created gem quality diamonds. These have the same chemical and crystal make up as natural stones but sell at a vastly lower price.
Many synthetic materials which are used as diamond simulants are also produced in Russia. These are of course worth next to nothing.

A Russian diamond is evidently a diamond mined in Russia.
A Russian Diamond is evidently a simulated diamond (cubic Zirconium perhaps?). The reference given is constrained to call them Russian Brilliants. Others are not so constrained.

If he spent 800 on himself yet in trouble-free terms 129 on your ring then certain i'd be mad. i'd supply it again to him and fairly i'd call off the marriage. i'd clarify to him you position on both the engagement ring and wedding ceremony ring for existence which means it will be properly worth 800 money or more beneficial (considering he has the money to spend that on himself!). i'd clarify an engagement and wedding ceremony ring is major to you and that you do not experience valued to him considering he paid so little for a pretend diamond! i'd say i want a authentic diamond or you're walking away for solid. No you're not any further overreacting. If he can discover the money for 800 money on toys for himself then obviously he must have offered a more beneficial expensive, authentic diamond, ring for you! do not settle for decrease than what you deserve! perhaps this isn't the guy for you.

A fake diamond that looks real. Even Jewelers have a hard time telling the difference. They are a lot cheaper than the real ones if you can tell the difference.
