There's no way to really answer the question fairly. OneS that come to mind would be;

Pac,
Diddy,
B.E.P.
Missy,
Eminem.

I'm sure that there are more but I chose these ones as they have all produced stuff that tell it like it is. I'll be missing you, Like toy soldiers, Where is the love?, Pass that dutch (intro video) and many more all talk about important and even spiritual matters. I think in their own way they are all fantastic!

KRS-ONE His name stands for Knowledge Reigns Supremely Over Nearly Everything. His raps speak truths about hardships in society today. He actually raps about things going on in the world today as opposed to the stereotypical rap artist who sings about his grill, his bitches & his rims. And Bradley Nowell from Sublime sang about him so you know he's good ; )

All around my vote goes to Rakim, hands down. Either him or KRS-One

But, It really depends on what your requirements are.

As far as quality of releases and content of rhymes, most people consider Tupac to be the best.

If you are looking for production value, I would have to say Dr Dre is the best Rap producer.
