Image editing:
I've used the Web-based myimager software in a pinch, if the annoying ads don't get to you. For downloadable alternatives, I'm a fan of the GIMP myself.

Layout and printing:
I have used plain old MS Word to lay out business cards for myself, or OpenOffice as a freeware alternative. MS Word has templates for using printable business card pages you can feed into your laser or inkjet printer. If you don't have the template available, it's easy enough to lay out a table by hand, or even just arrange the margins. Eyeball the first page, then save it as a document or template to reuse in the future.

Avery makes business card pages, should be able to get them at any office store. They use "clean edge" perforations and look nice. The big office store chains have generic equivalents.

I use an older version of "Print Artist". It works well with most versions of Windows, including XP. It's inexpensive to buy, particularly on ebay. Here's a site listed below for an example.

You can initially go for getting clients from some freelancing and bidding sites like Odesk, Elance etc and then can have more work from there.
