When we turn on our propane heater (converted from a gas heater) the outside unit turns on also. In addition, the blowing air is cool. What could be the problem?

it sounds like you have a heat pump and your extra heat if you need it is your propane. a heat pump in theory is supposed to draw warm air out of the outside air down to about the mid 30s. this can be set. when you turn on your heat does just the blower on the furnace come on but it does not ignite? does your t-stat have a setting on it that says AUX.Heat, if so put it on that and see if your furnace ignites the propane and the burners come on. the only reason the outdoor unit would come on is that it is a heat pump or it's wired wrong.

Do you have a heat pump, they run the outside unit when the heat is on. If it's much below 32 degrees outside, the heat pump becomes pretty ineffective. Do you have an emergency heat switch/setting? This will bypass the heat pump and go straight to the gas back-up. You also mught try looking at your thermostat, I used to have to bend one of the temperature sensors to get mine to run on the back-up heat strips and not the dang heat pump. It's been many years, so I don't remember exactly what I had to rig to get it working.

Sounds like a low voltage problem. Thermostat might be bad or one of the low voltage controls in the indoor unit has gone bad and your system is calling for heat and cooling at the same time. I would call a service tech. and have them look at it.
