If you mean just a website that you could obtain for free such as www.freewebs.com/mywebsite then that is completely 100% free. freewebs.com is a great site that you do not need any knowledge of html. Or if you would rather, you can do everything completely in html.

Go with a web host that has the Fantastico pre-installer as one of it's features, or site-design software that you can use right from your web browser.
For example, with Fantastico you can install a content-management system like Drupal or Joomla or WordPress with just a few mouse clicks and be ready to go. I've set up complete web sites for clients in 9 minutes. Literally. I used a stopwatch.

You can set up your own computer as a web sever by using Apache web server software, Apache.org (is free) if u don't have a static IP it doesn't matter u can use dyndns.org which will provide you with a host name linked to your ip address and from their site you can download software that will automatically update your ip and their database, or you can also use a router to do this. Basically by using Apache web server software and dyndns.org free service you can set up your own server, host name and even mail server for free but be aware that there are some security risks involved.
