but so much as say "Hello" to someone on the street and the next thing you know you're getting pepper sprayed?

Socially acceptable settings, I would have to say. In a bar you are among others, chances are you know someone there or someone has your back. On the street, you are alone, vulnerable and it's a scarey position to be in. Where I live, in a small community, they have become very wary of strangers. They are not afraid to approach them and ask what their business is or what they are doing here. It is their own territory and they intend to defend it.

I guess because a bar is a place to socialize and mingle -- walking down the street, it seems less safe.

People like to show off when they are outside, but as soon as you see that pepper sprayin' sum-b*tch, they want to talk to you! Some nerve, huh?

Everyone is drunk in the bar, their inhibitions are down....People on the street are SHARP so they are always on the lookout for a mugging

Sometimes there is a comfort in talking or confiding in strangers...there is no recourse. They don't know you.
