what exactly was in the envelope that Leo gave to that girl he was seeing...he said open it if anything happens to me, but then it never comes up again in the movie.

All the info. on his undercover work,,,since his superior had been killed,and someone was probably in it in his office,he couldn't trust anyone. He probably had instructions in the envelope to go to the media with the information....or he probably told the girl to give it to the Wahlberg character who was forced to resign,,,that's how he knew who to kill at the end...
