I'm your same height and about 15lbs heavier than you, so I'm pretty thin too. My chest isn't as big as I would like it to be so I make sure to get really good push up bras. I also have a few padded bras that I wear with certain shirts so that I can have some cleavage. So invest in some cute bras that push 'em up and if you want to look like a size bigger buy some of the chicken cutlets and put them into a push up bra. Another tip I have is to just wear t-shirts that fit, and are cut smaller right under the chest, sort of midway on the rib cage. I bought a shirt like that for like 5 bucks at Forever 21 two yrs. ago and I swear it makes me look so cute, because my stomach looks really flat and my boobs look much bigger in comparison.
I personally love having a smaller chest because you can wear all the cute dresses and shirts in the summer and not look really skanky and then when you want to look more endowed you can do that too.
I don't really try to hide the fact that I'm small, I love wearing umpire waisted tops when I don't want to be constricted. That will give you the illusion of looking like you have more weight on you because it's not fitted and you won't be able to see your stomach. I also suggest wearing pleats, like a pleated umpire waisted top or dress, and it look really cute.
Also I suggest wearing layers. Don't wear baggy clothes, because it will only make you look frumpy and smaller, because it will look like you're drowning in your clothes. Instead by pieces that fit you but layer something else on top. So if you buy a tank put a cardigan over it, or a tailored jacket. If where you live is cold but on a turtleneck and a jacket over that. You'll look like you have a bit more weight on you.
Also I suggest getting shirts with patterns on it, no big ones though because it will overwhelm your frame, small patterns because it will give you more weight. Horizontal stripes are usually no-nos for most women, because they do add weight, but if you find a top that works for you I think you'll be able to pull it off, just make sure the stripes look like stripes when they get on your body. And you can try tops or dresses that have ruching on them. It can look really pretty and they're good for small and heavier girls because you don't know whether your body is making the ruche or if the fabric is doing it.
As for bottom, if you don't have lots of hip going on make sure that you get a pant that is straight legged, from the hip down to the ankle, or that is at least a boot cut. It will balance, you out also look for skirts that flare out and are in an A-line shape, because it will give you more volume on your bottom half.

There are a lot of "peasant/bohemian" looks out right now, with gathering and ruching that are very flattering on a thin frame. Look for ruching and gathers that hit around the bustline to emphasize the curves that you do have. Loose, kimono-type sleeves will hide your thin arms, but they're very comfortable. My sister is very small, like you, and she has a hard time finding clothes that fit right. You may want to try blousier shirts, or something that's more structured rather than a t-shirt which will just cling. My chest is small and Victoria's Secret makes some great bras that help in that department :-) I also would try wearing flats - I know that sounds silly and off-topic, but heels will only elongate your body, so flats may keep you in proportion more.
Certainly, being HEALTHY is most important. You mention that you have tried to buff up and can't, so I assume you're just naturally very thin. If you are physically unable to put on weight as you get older or your body changes (I don't know how old you are, so perhaps this is irrelevant), do ask a qualified physician.

According to my fiance, who is Egyptian, t-shirts are fine, but should not be low-cut or too tight. That is the problem with a lot of the american clothing that is available in the store. Also, due to the heat, a cotton shirt underneath, just like the main style is in U.S. now is great, with a looser top over it. It will save your outer clothing from your wonderful body sweat. lol. And keep the outside clothing cleaner and fresher. As someone else said, capris are great, and skirts that are not too short, plus the shirts and capris are cooler too. Always remember to wear your sunblock, even under your clothes. I have to wear a hat to keep my head from being sunburned too.

You sound way too skinny. I am 5'3 and before my pregnancy I was 100 lbs. People and my doctor told me I was too skinny... I'll bet your doctor has said the same thing. Consider putting on some weight, atleast get up to 100 lbs...
Don't say you can't put weight on. I said the same thing but I was eating completely wrong. Eat well rounded meals, overeat if you have too. Make a milkshake every night before bed.
I would recommend buying a padded, push up bra. That should make you appear curvier up top.

As Fergie said, wear layers. If you wear a cardigan, try buttoning the middle as I hear it accentuantes the mid-section. Also, my sis says NEVER button the top as it makes you look stick figure-ish.

your lucky yr skinny! lol.. but i no what you mean. Wear tops that are figure hugging on the stomach and looser on the arms. And avoid heavy big bangles on your wrists...they will make your arms stand out...good luck...! x
