If you're going to start a business, you have to get a feasibility study. A lot of businesses go under just because some people go into it without doing the proper research. Only then, if it's feasible, can you go ahead and make a business plan. You have to get all the paperwork in order including permits and licenses. Just be careful and good luck.

It's not a good idea to start an internet cafe in the Philippines. Electricity is so expensive, I think you'll just break even. If you really want this type of business, you should get a netopia business and have one in one of the SM malls.

Avenus gives some good advice. You should also take the time to visit some established Internet Cafes and try to picture how you could improve the service given. e.g.
provide free cold water,
non-smoking,
cheap snacks.
