Good video games aren't made using programs; they are programs themselves and get programmed in computer languages like C.
For this, the programmers use developing tools, like an editor, modelling tools, maybe code generation tools, and, of course, a compiler. But if you want to make a game yourself, you won't be able to unless you know how to program well (because games are more difficult to develop than standard applications). The easiest way to write a game would be to program it in Flash.

Yeah, all the way to RPG Maker 3 on PS2, I believe. The first one is in 2-D like a Super Nintendo game, the rest are 3-D. They are great for a novice who wants to get the feel of things and really handles a lot of the programming for you. It's like they give you the blocks and you build what you like. Plus the PS2 is compatible with a Keyboard. Worth it if you're going to get serious. If you have some skill or really want to get your vision exact, go for a program that's my personal favorite: DarkBasic. Costs a lot more but if you have the skill and again are really serious, it's the overall best way to go in my opinion.

Newer games are made with programs called ENGINES - highly sophisticated and specific programs
Typically, the company makes a new engine, and then cranks out a few games until that engine becomes outdated
Example - Torque engine
RPG Maker makes games that look like final fantasy 1

well to make a rpg game look for rpg maker xp, it let's u make rpg games on windows, you can include cut scenes and everything ! ! !, the best place to find it is via emule or limewire, remeber to get an translated version since this software only came out in japan
