being it's a lap top, i would say the power supply or the mainboard. if it was a pc, i would say it was a ethernet cards, powersupply or some other hardware issue including the motherboard. take the battery out and see if it does anything. the charging unit for the battery is part of the power supply. other than that, you'll need to take it to someone who works on laptops and sak them.

Have you tried changing the CMOS battery? It is located on the motherboard and it is the size and shape of a nickel. A CMOS battery usually last for 3-4 years. If the CMOS is dead, BIOS will not start. Go to your local computer store or, if you are comfortable, you can remove then replace the battery.

If you recently bought the new laptops with Windows Vista on it, then if you powered off during the initial start up, it will be corrupted.
Try charging your battery, and leave the charger plugged in.
Make sure all connections to the battery, charger, and grounded socket are connected.

It actually sounds like your computer IS starting, but you monitor or video card has gone out, probably the monitor. If you have, or know someone who has a desktop monitor, connect it to your laptop. If it shows your desktop when you boot up with it connected, this will confirm that your laptop monitor has gone bad. When you connect the external monitor and boot up, you may have to press the "Fn" + CRT/LCD keys to switch the display to an external monitor.
If you display has gone out, it will probably cost about as much to repair it as to buy a new laptop, unfortunately. (Unless you or someone you know can replace it for you.)
