Nope - It only tells the troops the the idiots that vote for it do not believe that they (the soldiers) are unable to win this war.
How would you like your boss's secretary to tell you you are unable to perform a job correctly.. every day... an then tell MILLIONS of people world wide you are unable to complete a job assigned to you? That's what this resolution does....

Congress is between a rock and a hard place. The President & Co. lied about Iraq involvement with al-Quaeda and WMD's in order to get the go-ahead to invade Iraq. Now Congress has limited choices in how to change the President's commitment to a war that was poorly planned.
The American people's 2006 congressional vote was a referendum on the Republicans', and President Bush's handling of the war. Yet, Republicans do not want to undercut "their" guy even as they try to distance themselves from the politcal fallout of the war's failure so far; therefore, the non-binding resolution officially denouncing the President's plan. The alternative of cutting the budget for the troops in Iraq would be used as proof of a not-supporting-the-troops attitude.
Although only 30% of Americans still believe the lies that got us into this war, Americans in general do not want to see the soldiers go without needed supplies. The likely outcome is that the President will continue to ignore the majority of America's people who want to bring our troops home.

Unfortunately this is the only way, and he STILL wont wake up and face facts. Every day numerous people are dying needlessly, and not just our poor soldiers who are just doing their jobs. While we are "helping" these poor people, we are causing irreversible damage and KILLING thousands of innocent civilians. It makes me sad that the only way the people of the "United" states have of addressing this with the president is shoving this legislation down his throat, and now for addressing the issue and giving the [majority] opinion to him he is calling us UN-american? I'm sorry sir, but HE is the one who is un-american. Discarding our thoughts and concerns and only pushing his agenda is NOT what its about We need to do something before its too late.

this congress has a duty to
"Let him know where the people and congress stand"
Maybe the Duh-cider needs to see how many are against this plan
including how many Republicans
