Systolic is when the pressure in the circulatory system is high due to the contraction of the heart pushing blood throught the circulatory system, Diastolic is the pressure in the circulatory system when the heart is expanding and the pressure is less. Hypertension is when the diastolic pressure is higher of closer to the systolic pressure. It can be genetic or it could be diet etc or both.

The high pressure (as in 120/60) is when heart is squeezing, and the low number is while heart is in suction. No one, including all Doctors, knows the precise cause of high blood pressure.
