spurs are one of the original clubs in the premiership, along with: aston villa, arsenal, chelsea, man utd, liverpool and everton. (all others have been out the premiership at some point)
so they have been in it since the 92/93 season

do you mean when were they last out the top flight?? if my memory is correct spurs regained top flight football in 1978 and bought Osvaldo Ardelle's and Ricardo villa whom had just won the world cup. i cant remember them being relegated after that i could be wrong tho??

are you a product of inbreeding? if you mean the football league itself, they were admitted to div 2 in 1901 after being the only non league team to win the fa cup.
