I GOT LOADS OF FROGSPAWN IN MY CARP POND AGAIN & IT NEEDS TO BE MOVED FOR SAFETY, THING IS, IS IT SAFE TO HANDLE IT IF YOU HAVE CUTS OR SCRATCHES ON YOUR SKIN, ARE THERE ANY HEALTH RISKS?

There is always a minor risk of a bacteria infection from putting your hands in fish water or handling biological materials. Get a pair of gloves or just be sure to wash really well when your done and all should be well. No other significant risks though, they aren't poisonous or anything like that.
