I think this comes from two key factors: 1) the mechanism is usually on the back of a tractor, with some kind of shovel or scoop being affixed to the front, and 2) hoe is a generalized term for whatever digging instrument is on the end of said mechanism.
I don't see why that's an oxymoron... are "back" and "hoe" opposites? How?

for all dirty-minded people like myself... yes it is an oxymoron.... for those of you that are construction equipment oriented.... it is a type of excavating machine that operates and digs from the back side of the tractor....i still prefer the dirty-minded view though lol
