A simple sponge filter is the best way to go. Just google DYI sponge filter and you'll get so many different ways of making them it's not even funny, but here's a few:

You can make a sponge filter pretty easily. All you need is a small power head and a sponge. Any small hang on back type filter will work too, just wrap a sponge around the intake so the fry don't get sucked up.

That said any type of filter will work if it has an adjustable flow. Just wrap the intakes in some sort of foam, and adjust down the rate. Also the more surface the intake has the less the current .
